Water is known as the universal solvent because it can dissolve just about anything given enough time. The roads maintaining authorities know this hence standing water is drained as soon as possible through side banks. Even something that appears permanent, like an asphalt pavement, can be eroded and damaged by water. This was certainly not a good day for him and the road!
